Recommended verification steps to be followed to determine whether a product (a substance, a mixture, or a combination of substance/mixture and an article) is in the scope of entry 78 (SPM in articles are excluded from the scope of the entry) are listed here. It is recommended to carry out the verification steps in the order given.

A negative outcome in any of the steps 1 to 4 is sufficient to conclude that the product is not in the scope of entry 78.
Step 5 is to verify whether the product containing the SPM is subject to a ban on placing on the market or to IFUD and reporting obligations.
